S. Tupper Bigelow of Toronto, Regina and Edmonton and former permanent president of courts-martial at No. 2 Training Command, R.C.A.F., Winnipeg, has been appointed a magistrate at Toronto. The appointment was announced by Attorney-General Leslie Blackwell. He is a former member of the Toronto school board.
