It has to be widened, says Metro traffic commissioner Sam Cass of the Don Valley Parkway as he stands on footbridge crossing it at Riverdale Zoo. Planners estimate it will cost $15 million to widen parkway an extra two lanes, and it's not the right solution adds Cass. In addition, two other street widening programs will cost another $9 million. Cass blames halting of the Spadina Expressway.
