Original Toronto Star caption: Garbage piled high in Eglinton Park; in North Toronto; blocks the view of lower floor of houses on Roselawn Ave. after one week of the strike by Local 43; Canadian Union of Public Employees; which represents the men who collect garbage in Toronto and man Metro incinerators. Mayor William Dennison says the city planned to put snow fences around the temporary garbage dumps; to keep away dogs; children and vandals; but this was impossible because of frost in the ground. Mediator Arthur Maloney has scheduled meetings to try to end stalemate.
