Original Toronto Star caption: Beginning of civic strike: Shortly after midnight last Wednesday; striking members of CUPE Local 43 warm themselves before fire outside water and sewage treatment plant on Commissioner St. The on and off strike was rooted in the union's frustration during the entire 3 1/2-month bargaining process; says The Star's labor writer John Deverell. The union remains unhappy with the settlement.
