Original Toronto Star caption: Manning the phones: Constables Bill Arnot (foreground) and Rick Allpress answer 911 emergency calls in Peel Regional Police headquarters. The officers work 10-hour shifts in the communications room, which is manned around the clock. Many of the calls, however, are not true emergencies.
