Campbell won the $35,000-a-year job on the third ballot after a battle with former North York reeve Norman Goodhead. Campbell polled 21 votes for Goodhead's 1. Two other candidates, former Etobicoke reeve John MacBeth and Alderman David Rotenberg, were beaten earlier. York Mayor Moult bowed out.
