Original Toronto Star caption: Finance Minister Donald Macdonald; Privy Council President Allan MacEachen and Prime Minister Pierre Trudeau sit together in library of Royal York Hotel for first full cabinet meeting ever held outside Ottawa. 28 ministers later split into four panels to hear briefs from citizen groups. Metro Board of Trade asked for tax cuts and other incentives to stimulatee business and create jobs. Ten other groups also made presentations demanding government action.
