Original Toronto Star caption: Metro council met yesterday in the new Scarborough Civic Centre, the first time in council's 20-year history it has met any place except Toronto's City Hall. The elegant chambers of the Scarborough Council were polished to a gleam and extra tables and chairs were set up for Metro staff. The audience was small; most of the 60 persons in attendance were wives of the council members and members of a visiting delegation from the armed forces, who left soon after the got under way at 2 p.m. Some officials soon found the way to an adjoining lounge.
