2 - Scarboro

Original Toronto Star caption: 2 - Scarboro. The new City of Scarboro would include only the present Scarboro township, with 250,000 people, almost 15 per cent of the total in Metro. Its council would have 16 members, compared to the present nine. It would have a mayor, 12 aldermen, and three Metro councillors. Two aldermen would be elected from each of six wards. Each Metro councillor would represent two abutting wards.
