Original Toronto Star caption: Closing?: The Durham Centre for the Developmentally Handicapped in Whitby is scheduled to close next year because of government policy. Since June 1983, three similar homes have been shut by the province and parents are worried that adequate community services and funds aren't available to accommodate the children.
