Original Toronto Star caption: It's only three days old; but already Toronto's new City Hall is looking a bit crowded. Committees meeting today for the first time in the hall; overflowed Committee room No. 1 (above) and works committee had to meet in the cafeteria (below). Policy to use the council chamber only for council meetings is now under review; says Controller William Archer. Two committee rooms are unfinished.
