Original Toronto Star caption: The Toronto Islands; filled in summer with picnickers and playing children; are silent and all but deserted in winter. But the patrols go on. There's a fair bit of activity in the harbor and on the Toronto Islands in winter and we have to be ready for anything; Superintendent George Ragen says. The Harbor Police also are busy repairing equipment; checking for oil spills and answering occasional rescue calls from wintertime sailors.
