The salf now has been now has been covered with plastic sheeting to keep the rain off. Another 18;000 tons of salt is in four other piles around the city. Toronto used about 30;000 tons last winter. Streets director Leslie G. Osborne says the organization for winter road salting and cleaning is just about complete. Main arteries are under Metro.
