Original Toronto Star caption: Normal traffic before the rush hour is seen here on the lake shore. The board of control is seeking to have a 15 m.p.h. limit imposed; but Warren B. Hastings; vice-president of the Ontario Motor League; says it would only aggravate a bad situation and adds that it seems silly to limit traffic to 15 m.p.h. at the gateway of a major city. The city can't make the limit effective without provincial legislation
