The pugnacious 68-year-old head of the national Citizens Coalition took out full-page newspaper ads demanding that the right to own property be included in Canada's Constitution. Brown, who says his organization has 30,000 members, is enraged by the exclusion of the property rights clause, but then again he's been angered by dozens of things since he began his spary-shot crusade against big government in 1967. The dapper insurance salesmen has taken on, among other institutions and policies, the postal workers, indexed pensions for federal civil servants, Marc Lalonde, government waste, various federal budgets, and, above all, the reign of Pierre Trudeau. And that's a short list.
