Mrs. Campbell, 56, has three grown children and one 5-year-old granddaughter and she's a 10-year veteran of civic politics. For the last three, as chief controller, she's been in charge of Toronto's finances. A lawyer, she strikes observers as coolly intelligent; she says she's shy about meeting new people.
