Trade Minister Alastair Gillespie (right), representing the new owner, gets a conducted tour of the de Havilland Aircraft of Canada Ltd. plant from D. B. Annan, vice-president, operations. In a ceremony at the Downsview plant yesterday Gillespie took control on behalf of the federal government from the Hawker-Siddeley Group of Britain. Gillespie said the takeover, costing about $32 million, is an interim move toward ''restructuring Canada's aerospace industry.'' Ottawa is also considering buying Canadair Ltd. of Montreal from General Dynamic Corp. of U.S.
