Thus Garrick Hagon reminisces about the circumstances of his arrival here from England with his mother during World War II. Now he is 23, and for 15 years has been a working actor. The strain runs in the family; his brother, Rex, 15,is one of our busiest TV performers; their father, now in public relations, was an ardent Little Theatre booster before the war. Garrick has been acting since he was 8. Then it was simple, effortless. Around 16 things changed. ''We stop doing things naturally and we've got to work for it,'' he said. That work has included appearences every year since 1958 at the Stratford Festival.
