Original Toronto Star caption: The Ontario Human Rights Commission this week released a 250-page report on discrimination against blacks in Metropolitan Toronto. The author, Dr. Wilson Head, right, of York University's department of social work, surveyed 210 black adults, 54 black youths, 32 black community leaders and 53 non-blacks. Commission chairman Dr. Thomas Symons says the study is timely because of the ''current proliferation of hate lierature and extremist activities.'' Here are excerpts from Head's report.
