Surrounded by Senate leaders, President Roosevelt yesterday grimly signed the formal declaration of war against Germany, in the executive office of the White House. His act followed by a few hours Berlin's declaration of war against the U.S. Ranged behind the president are Vice-president Henry A. Wallace, Speaker Sam Rayburn, Senator Warren Austin of Vermont, Senator Charles McNary of Oregon. Representative Jonh McCormack of Massachusetts. Senator Carter Glass of Virginia, and Senator Alben Barkley of Kentucky.
