Peter Scott, an unfiappable Brit who was in charge of implementing the Hickling Johnston Recommendations for modernizing the force, calls himself a veteran of change. Bill Kerr, the only Canadian-born deputy, comes from the elite criminal investigation bureau. He considers himself a low-key cop like Jack Marks and is popular with the rank and file.
