William R. Lilliott, chairman of U.S.-owned Merrill Lynch, Royal Securities Ltd. of Toronto, is scheduled to become the new chairman of the Toronto Stock Exchange (TSE) board of governors. The Georgia-born former U.S. submarine officer was the first representative of a foreign-owned brokerage firm to be elected to the exchange board. He's optimistic that markets will begin to rise.

A reassuring calm is one of the tools of the trade for Ted Curtis, Ontario mortgage supervisor for IAC Ltd, Curtis is the new president of the Ontario Mortgage Brokers Association, which has proposed a mechanism wherby mortgages could be bought and sold as securities in a manner similar to stock and bond trading. Payment to investors would be guaranteed under scheme, similar to one in U.S.
