Ready for occupancy: This modern apartment was created in an East End couple's basement at a cost of $42;508 with the help of Richard Montgomery (left) of All Seasons Home Improvements who also acted as contractor. The conversion; which took just over two months; was done legally with permits; inspectors and visits to city hall.
