Keith Trail (left); Cpl. Enzo Santori (at rear) and Sgt. Peter Pallister found the marijuana in small plastic bags securely taped inside 1;500 drums; imported from Kenya for sale as novelty lamps. Police are seeking 500 more missing drums.
