Arthur Meen, minister of correctional services, stands behind bars while John Walter, deputy superintendent, holds cell door. Individual cells in new $12 million East Metro Detention Centre have AM-FM radios, private toilets and sinks, writing desks, padded chairs and smoke detectors.
