Original Toronto Star caption: Shopping Plaza Becomes Dump: Area residents are starting to dump garbage in a shopping plaza at corner of Van Horne and Victoria Park Aves. in second day of a strike by North York garbage collectors and other outside municipal workers. Motorist (above) said he was just passing by when he decided to unload garbage. He works in area; but doesn't live there; so he declined to be identified. There will be no emergency garbage depots in parks for time being.
