Original Toronto Star caption: One woman braves the pickets; A lone City Hall employee strides across windswept Nathan Phillips Square; prepared to pass through the massed ranks of striking Metro outside workers to get to her job. Despite doubling of picket strength; jeering the calls of scab; most of City Hall?s 2;600 inside workers streamed in to work today. The strike began yesterday when some 3;500 union members walked off their jobs throughout Metro.
