Original Toronto Star caption: Ex-mayor Nathan Phillips, checking over the interior of the new city hall, was undaunted when he ran into painters' rigging-just scrambled through it. He got his suit covered with plaster dust in the process and Mayor Philip Givens, who led the way on the two-man tour, offered aid. Let me give the mayor the brush off, said Givens, taking a handkerchief to Phillips' coat. Phillips was ready to reciprocate, but Givens observed, Naw, I didn't get dirty. Phillips replied, He's been taken to the cleaners before. When they were leaaving a worker spoke to Phillips by name. Look at that, said Phillips, out of office since 1963.
