W. H. Thornburn, chairman of the Toronto Stock Exchange board of governors, sees a small revival of confidence by Canadian investors, but much less than I had expected by this time. He forecasts continued sluggishness in trading until corporate earnings improve. Thornburn thinks there could be new speculation in oil and gas stocks when results of winter drilling become available. Cost-cutting and other controls have prepared brokers for any new storms, he says.
