He forecasts continued sluggishness in trading until corporate earnings improve. Thornburn thinks there could be new speculation in oil and gas stocks when results of winter drilling become available. Cost-cutting and other controls have prepared brokers for any new storms, he says.

Payment to investors would be guaranteed under scheme, similar to one in U.S.

Banker Willliam C. Duncan retired this week after 65 years in the banking industry. Duncan, 84, started working in a bank at Huntsville in 1906. For the past 20 years he's been manager of the Toronto Clearing House. He hopes to travel.
