Original Toronto Star caption: No taxpayer gripes are likely over the cost of a building (right) that isn't expected to do its own thing more than once in every 500,000 years. The energy-containment tower is accident insurance at the Pickering nuclear power station. It holds suspended a huge concrete tank containing, more than 2,000,000 gallons of water. The water be released to douse escaping steam if all other accident safeguards built ino the power system should ever fail. The structure recently took on a 3-foot reinforced concrete skin in a delicate and complex operation.
