The biggest crowds elbowed their way around Eaton's and Simpsons Christmas card and decoration counters; preparing for next year. However; downtown shopping concourses; such as the basement of the Toronto-Dominion Centre; which depend on business from office workers; were virtually deserted. Most private offices; banks and government offices were closed yesterday. Store clerks were unhappiest.
